There was a time when the Japanese Emperor was near powerless and the shogun ruled Japan. But can you consider the five Japanese islands an empire. An Emperor is suppose to be a king of kings. The Japanese homeland was more a land of lords.

Shoguns were military dictators(rulers) but most functions of shoguns were to coordinate nationwide military enterprises and everything he did he needed to have written approval from the Emperor. Everything they did though was in the name of the Emperor, they were not allowed to overthrow the emperor's throne.
