If bluetooth is not built in to your PC, you will need to purchase a bluetooth adapter. These can be found relatively inexpensively at many stores. Target and Wal-Mart sell them, as well as electronics stores like Best Buy. They are normally USB devices - if you have a modern operating system, the drivers for it are already included, so you probably do not need any extra software. Just plug it in, and wait for it to be installed.
