Actually, a couple do. In Illinois, you cannot carry a handgun on your person in public, openly or concealed. A few other states ban handgun carry by default, because it is basically impossible to get a handgun carry permit. But, the answer to the question I think you're asking is, Illinois and Wisconsin do not issue handgun carry permits, however, I think Wisconsin allows open carry.
