The three branches of the US Army that came together to form the logistics branch are the Quartermaster Corps, the Ordnance Corps, and the Transportation Corps. This merger occurred in 2008 to improve the efficiency and effectiveness of the Army's logistics operations.

In 1776 there were two branches. The army and navy. Washington had served as a young man in the British army. He was in the French and Indian war. This was his only service until he took over the American army.
Looks more like a Navy rank and rating than an Army rank... the only reference I can find to "CLC3" being used by the Army is the designator for the Combined Logistics Captains Career course from the Army Logistics University.
