The President exists to execute the laws that the legislative branch passes. If the legislative branch chooses not to pass a law that would give the President a power over something he wants, then he does not have that power. If the President does something that is not expresssly forbidden by existing law, Congress can pass a law that does expressly forbid him/her from doing it. If the President wanted a particular type of law passed, like a tax cut, Congress could refuse to do it because only Congress can authorize a tax cut. Also, Congress is the branch that appropriates money to be used by the President to do things. This is called the "power of the purse". If Congress does not give the President the money to do something, then he cannot do it. For example, if the President wanted a one million soldier army at all times but Congress felt that 500,000 soldiers is enough, Congress can control the President's wishes by appropriating only enough money for 500,000 soldiers. The executive branch has the power to do things, but the legislative branch has the power to limit the things he can do.
If a president stops campaigning and instead spends time governing things would go much better when dealing with the Congress. But all of them are so concerned with keeping their party in power that the good of the country comes second.

The Second Continental Congress was formed to prepare the American colonies for war. One of the many things they did was create an army. So I suppose you could say that the effect of the army being formed was them actually putting it to use and declaring war on Britain.
The so-called purse strings of the government refers to Congress's power to authorize the budget of the Federal government. Although the President compiles it and proposes it to Congress for adoption, it has no effect unless Congress adopts it. You will also hear the phrase" the power of the purse" at times. This is essentially the same thing. The President cannot do certain things without Congressional approval and this is most readily seen when it comes to things that require funding from the US Treasury. For example, even though the Pesident is Commander-in-Chief of the US armed forces and even though the US Treasury is part of the Executive branch, he cannot increase the number of servicemen unless Congress gives him the money to do so. This is one of the various "checks and balances" of our Constitution.
