No - cornstarch is simply a very finely ground flour. It has no raising properties. Because it is finely ground powder a quantity of cornflour will have a greater surface area than an equal quantity of plain flour (it packs more densely) and so it will expand and absorb liquid more readily than plain flour. That is why it is used as a thickening agent in sauces, stews, casseroles and puddings.
