Could you say that a shear lug assembly is the same as an anchor bolt and how would you explain your answer?

Shear lugs are small steel members welded or brazed to parent structural members prior to encasing them in concrete or other material. These lugs hold this encasing material with the steel member for environmental protection and also give the desired shape to the structural members.Anchor bolts are the ones which are fixed with the parent structural member to hold or support external objects/loads to the parent member. Fixing can be chemical or mechanical depending on the material on which it is anchored.
