In the United States, you can usually use just a drivers license or non-drivers ID from any of the 50 US states. You may also use a US passport or US Military ID.

Non-citizens can use a foreign passport or a green card. The foreign passport does not need to contain a valid visa. It is not required that you be a citizen or legal resident of the US to obtain a marriage license.

By Personal experience... I got married to my Husband who was illegal here with an EXPIRED passport of his country and we still got the marriage License.
