At the time Fort Steuben was constructed in October 1786 there were no native American groups in the immediate vicinity. It proved to be a useless piece of construction with a very short useful life, playing no part in the uprisings of 1790 to 1795 and failing in its task of keeping settlers out of the area.

The area had a turbulent earlier history and had been the scene of raids by Shawnees, Delawares, Mingos and Wyandots (part of the Huron people). The site of the fort had originally been part of the lands occupied by the Shawnee.
