The ID number refers to the TRAINER who caught it, not the Pokemon itself. The ID is made up when you start a new game and is exclusive to you. Whenever you catch a Pokemon it will be given YOUR ID. If you trade with someone, however, that Pokemon will show you FRIEND's ID.

You can get more Master Balls in Pokemon Ruby/Sapphire/Emerald by getting an exact match to one of your pokemons ID number at the Lilycove Lottery. To up your chances of winning, trade Pokemon over different games to get more ID numbers.
