Most emperors tried to be fair to the plebeians. This was needed to ensure stability and avoid rebellions by the masses of the poor.

The Conflict of the orders (between the patrician aristocracy and the plebeian commoners) was a feature of the Roman Republic, not of the period of rule by emperors. The conflict was over two lines of friction. One was the fact that in the Early Republic the patricians monopolised power by monopolising the consulship (the office of the consuls, the two annually elected heads of the Republic) the seats of the senate and the priesthoods (which at that time were an important part of the Roman state). The rich plebeians wanted access to public office, the senate and the priesthoods and power-sharing with the patricians. They succeeded and were co-opted into a patrician-plebeian oligarchy. The poor plebeians were disaffected with the patricians' resistance to addressing the economic grievances of the poor. These grievances were not addressed properly.
