As of June 2014 President Gerald Ford is the only President who was never elected to the Executive Office. He replaced Spiro Agnew as Vice President, and then replace Richard Nixon as President after both resigned.

Taylor, Grant, Taft, Hoover, and Eisenhower did not hold any elected public offices before they were elected President. Taylor and Eisenhower never worked in civilian government before they were President. The others held cabinet positions for awhile before they took office as President.

Gerald Ford is the only person ever to serve as President without being elected either President or Vice President. Richard Nixon won the 1972 election, with Spiro Agnew as his Vice President. After Agnew resigned on October 10, 1973, Nixon appointed Ford as V.P., under the 25th Amendment (ratified in 1967). Ford was confirmed by a majority vote of the House of Representatives and the Senate, and became V.P. on December 6, 1973. On August 9, 1974, Nixon resigned as President, making Ford the President. In the 1976 election, Ford ran for re-election on the Republican Party ticket, but was defeated by Jimmy Carter.

Such a president does not exist. The only president who was not elected president or vice-president was Ford and he was elected many times to Congress.
