The US has only declared war five times and the Presidents were Madison, Polk, McKinley, Wilson, Franklin Roosevelt and Truman.
In addition, Lincoln had the Civil War which he considered a civil disorder, not a war, and
recently there have been various "police actions" or military inventions of note in Korea , Viernam and Cambodia, Kuwait and Iraq and Afghanistan. The Presidents involved were Truman, Lyndon Johnson, Nixon, Ford,George H. W. Bush , George W. Bush and Obama.
There were several Indian Wars of various length and magnitude and several short term interventions. Depending on what you want to consider a war, the President not mentioned above had no wars.
