Well I am from New Zealand and all I can think of is cotton farming, slavery, losing the American civil war, rednecks and being quite old fashioned in their beliefs and the social order.

Texas was the last of the Southern states to enforce the Emancipation Proclamation on June 19, 1865. However, Georgia's ratification of the Thirteenth Amendment on December 6, 1865 officially ended slavery throughout all the states, because only 3/4 of the states needed to ratify the amendment to make it legal. The Southern states seceded from the Union shortly after Abraham Lincoln was elected president. This is because they knew he would be in opposition to slavery and supported the idea that the nation's rights should outweigh state's rights. In order to protect their way of life and what (who) they considered their property, they seceded and formed the Confederate States of America (CSA).

Slavery. Initially Jefferson wrote a clause outlawing slavery but it was too unpopular and the Framers were worried it wouldn't be ratified by the southern states.
The only new law was the Fugitive Slave Act. It was not 'given to the Southern states'. It was enforced in every state of the Union. But it was a gesture of appeasement to the Southern states, in order to keep them onside at a time when it was getting harder to create new slave-states.

States do not have the money to put them in action. They need to find another way to get the money in order to meet the requirements.
