From a nazi / and Propaganda point of veiw then you could say that the best were the elements of the Waffen SS including parts of the 1st 2nd and 3rd and 5th Waffen SS divisions and parts of the Fallschirmjäger and Gebirgsjäger. There were also well trained and armed regular German army units with the best equipment like the Panzer Lehr and Großdeutschland Division and others.
