Usually a child should be 13 or older to ride in the front seat. If the child is too small then the front airbags can be dangerous and they may still need a booster seat. When they outgrow booster seats then they should be large enough to ride on the seat with just seatbelts. Always make sure they are buckled up! The back seat is usually safer for all children. Safety first and make sure everyone is buckled.
Added: In many states the governing factor is NOT age, but height and weight. Check your local laws.
