New Orleans was the Spanish port that denied Americans the right of deposit in 1794. This led to tensions between Spain and the United States and eventually resulted in the signing of the Treaty of San Lorenzo in 1795, granting Americans the right to deposit goods in New Orleans.
The United States sought to restore the right of deposit in the port city of New Orleans. In 1798, Spain took away these rights, causing much conflict with the Americans.

A right of deposit allows one nation to temporarily store goods on foreign soil without exorbitant fees. Both of those issues inhibited American trade on the Mississippi.
In 1784, the Spanish closed New Orleans to American goods coming down the Mississippi River. In 1795, the border was settled and the U.S. and Spain had a trade agreement. New Orleans was reopened and Americans could transfer goods without paying cargo fees (right of deposit) when transferring goods from one ship to another.
