There is a steel cable going from the accelerator pedal to the throttle body, and on the throttle body there is a Throttle Position Sensor which tells the computer how hard you are pushing.
If you press the accelerator and the engine doesn't increase it's RPM's, or if you find that the car doesn't accelerate properly, like it will only go 46 miles per hour and it used to go 85 miles per hour, you probably need a new cable.

you can't. there is no cable. it's all electronic. in future year helps

To reset the PCM (Powertrain Control Module) on a 1999 Saturn, disconnect the negative battery cable and leave it disconnected for about 15 minutes. This allows the PCM to clear any stored trouble codes and resets its adaptive memory. After that, reconnect the battery cable, and your PCM will be reset. It's also a good idea to drive the vehicle for a while to allow the PCM to relearn its parameters.
On the transaxle,just follow the shift cable.
yes and they all have problems. its not the motor, or cables. its the plastic track where the cable attatch to that crack and fail.
Our 2004 Saturn Vue hood release can be opened (if the cable is not broken) by disconnecting the cable from the back of the release lever, grabbing the ball on the end of the cable with some large pliers ("channel locks") and pulling hard. A metal "wire keeper" bracket clamped to the cable end under the hood to serve as a spacer and the release lever works.
