Controlling a mouse and drawing using mouse is not actually a natural way of drawing and hence it is difficult to do.Probably by years of practice you will end making great cartoon using mouse but is you want to start it right now and make it in the best natural way possible is using a pen.The only difference is that you use a pen to draw on a board looking like thing and then your strokes are converted to digital form and you can view it on screen.** Mouse also does not provide you pressure sensitivity that is also what you do when you draw on paper,if you press a brush or pencil harder then the strokes are darker and thicker but you cannot simulate that using mouse and what you need is a graphics tablet to do that.
