The compromise that was made to get the Anti-Federalists to ratify the Constitution was the agreement to create a "Bill of rights" whereby specific individual rights would be outlined, and further restrictions would be placed on the Federal Government, such as the 9th and 10th Amendments which deny Federal authority for any power not specifically enumerated in the Constitution.
