That's simply an "eye catcher" for journalism marketing; their was no Gulf War in 1990. No armies were engaging each other; no jets fought aerial combat with each other in 1990 (concerning the Gulf War). 1990 was Operation Desert Shield, the buildup of coalition forces in South West Asia (Saudi Arabia and surrounding regions) to be used to remove Iraq from Kuwait...if such force was needed. That force was used the following year in January 1991; called Operation Desert Storm (which lasted less than 60 days).
There are not any clear or standard definitions for bodies of water, but in general a gulf is smaller than a sea, but there are exceptions: The Gulf of Mexico is much bigger than the Adriatic Sea.
There is certainly a better claim for the Persian Gulf War of 1991 to be a moral war than many other wars, considering that the UN Coalition waged that war in order to liberate the occupied State of Kuwait.
