In order for a molecule to be IR active, the vibration must produce an oscillating dipole. This usually means that the bond (or bonds) in question have are polar to begin with so that they have a dipole. Therefore symmetrical molecules like O2 and N2 are not IR active, but molecules like H2O with polar bonds are IR active.

An IR-active molecule is one that has a permanent dipole, which means the partial negative and positive charges never cancel each other. For example H2O, HCl and CO are active. An inactive molecule has two of the same molecules such as O2, N2, F2, etc.

To absorbe IR radiation, a molecule must undergo a net change in dipole moment as it vibrate or rotate.when the molecule are "IR active". e.g. H2O, HCl, CO etc.

A molecule that do not absorbe IR radiation and net change in dipole moment occur during vibration and rotation are said to be'' IR inactive". e.g. Cl2, O2 etc. Symmetrical carbon dioxide and triple bond are IR inactive.
