In a way they are. It really depends on the assignment the agency has given them.
Not in particular, buut for all police officers, St.Raphael.
Primarily they are law enforcement officers just like everyone else on their department or agency. However, their particular assignment is to investigate and look into, the criminal offenses assigned to them to see if they can solve the crime and bring the perpetrator(s) to justice.
There are no statistics kept on this figure. There is no such occupational "class" as detective. "Detective" is the title of an assignment - ALL detectives are considered police officers, and their assignment can change as the needs of their organization fluctuate.
Not exactly sure what is being asked -however- I'll give it a try. Most police officers are given 'assignments' that they can pretty much expect to fill every day (e.g.: a particular patrol unit assigned to a particular area - etc) However, these assignments are really only SEMI-permanent because at any time for many reasons an officer's assignment my be changed and they may find themselves doing something quite different (e.g.: detailed to a ballgame - assigned to foot patrol - stake out serveillance - etc). That is simply part of the job and all police officers expect that it will happen from time-to-time. Hope this helps.

Functions refer to duties, responsibilities or obligations of a particular person or thing. The functions of the president and other public officers are defined by the constitution.
Officers who patrol specific locations at specific times to address a specific crime problem are often referred to as beat officers or neighborhood patrol officers. Their purpose is to maintain a visible presence in a particular area, deter criminal activity, and address specific crime issues in that location.
The President's Cabinet is composed of 15 Constitutionally designated officers. All of these officers have the title of Secretary to their particular department in the Cabinet. The head of national defense, for example, will have the title of Secretary of Defense.
