There are three kinds of tobacco in a cigar.
Most of the cigar is Filler. Hand-made cigars use "long filler" tobacco. Long filler is whole leaf that's bunched up and shaped in a cigar mold. Short filler is chopped tobacco that's rolled like a cigarette is.
What gives the cigar most of its flavor is the Wrapper. Delicate, flavorful leaves, usually some form of Criollo, are cured for years before they're ready to make cigars from.
If you were to put wrapper directly around filler the cigar wouldn't survive the manufacturing process because this leaf is tissue-thin. That's where Binder comes in: these strong leaves hold the cigar together, allowing the wrapper to be itself.
The "wrapper" is a Higher grade tobacco leaf. Much of the flavor comes from the wrapper.
Cigars
Cigars are wrapped in and composed of pressed Tobacco leaves. Inside a cigar is chopped tobacco leaves, the outside that holds the tobacco together is one or more leaves, depending on the size of the cigar. Some cheaper cigars or "flavored cigars" which are the size of cigarettes are just wrapped in a brown, rough paper to simulate tobacco leaves. ---- The "wrapper" leaf is a single tobacco leaf that is used to hold the cigar together and to give it a finished look.

Ummmm, NO would be the short answer! If the candy is wrapped in paper then only the paper would ignite. Candy does not burn so what would you think you might light a candy cigar or cigarette with?

There are a few ways.First is by singles. The cigar dealer will open a box of cigars and people will buy individual cigars out of it. If you don't have a humidor, or you don't know what you like yet, this is a good way.Then come bundled cigars. They shrinkwrap 20 cigars into a brick and put them in the store. These are lower-priced sticks. A lot of them taste good--JR Alternatives are like this.Next are boxed cigars. A box contains 20 to 25 cigars.The above cigars are usually individually wrapped in cellophane.Finally comes the Cabinet Selection. This is a box that contains, usually, 50 cigars. They're combined into a hexagonal arrangement and tied together with a ribbon. For some reason the ribbon is always red. In Kipling's The Betrothed he speaks of "fifty dusky beauties tied with a string." That's a cabinet selection. The idea here is you buy this thing and stick it in your big humidor, box and all, for a couple years to let the sticks inside age to a turn.All those are hand-rolled cigars. If you buy machine-made cigars, they come either in packs of five or in boxes.
