A culture is a society's total way of living and a society is a group that live in a defined territory and participate in common culture.

While the answer given is in essence true, societies originally form for the express purpose to enhance survival of its members. Once people who are compatible gather together for that purpose, how it is organized then becomes the next "big" thing. A view of history and what exists in the world today, will show that various societal organizations are possible, from feudal-like monarchies that are totalitarian that rule from a top-down structure, to democratic republics where people are self-ruled and this is also by degrees of governing principles, and all kinds of governments that can be formed in between.

The culture of a society are the customs, set of tolerated beliefs whether open or closed, living habits that specifically identify that society, the range of values that is condoned, a society's regard for education, the arts, the sciences, etc.
