The House Committee of Ways and Means is a permanent committee of the House of Representatives. They are responsible for all bills concerning taxation, customs, duties and international relations. This gives them a great deal of power within the Legislature as they control how the government raises money. If they don't raise money, supposedly the rest of the legislature cannot spend it.
