Essentially, what it did was it moved the inauguration date forward. It put a stop to "lame duck" sessions of Congress by advancing the dates for the President's inauguration to January 20 from March 4th.

The 20th Amendment of the United States Constitution is also called Amendment XX. The amendment moved the President's and Vice President's date of term (beginning and ending) along with the term of the Congressmen.

Before this amendment was created, national elections were held in November but the president and new Congress didn't take office until March 4th the next year. Therefore, defeated officials were called "lame ducks." This amendment abolishes lame duck sessions of Congress.

Before the 20th Amendment, the president was elected in November and took office in March.

This was a concern because the incumbent president was preparing to leave, and the president-elect did not hold any authority (until March). This long period of time (referred to as the Lame Duck Period) potentially put the United States' national security at risk, as no one really held any responsibility.

The 20th Amendment changed the inauguration date from March to January, shortening that 'Lame Duck' period of time, thus making that potentially threatening period shorter.
