There are four holy cities in Judaism. In order of holiness, they are: Jerusalem, Hebron, Safed, and Tiberias, all of which are in either Israel or the West Bank. These cities were considered holy because of their being in the Holy Land, their relatively large Jewish community and their concentration of Torah-scholars.
