Remained neutral in the European wars. He realized the nation was not strong enough nor stable enough to engage in a foreign war during his presidency. Appointed men with political knowledge and courage to his first cabinet. Warned the nation about the influence of alliances with other nations. He favored economic treaties but not treaties that would force the US to become entangled in European affairs. Insured the nation that the government would enforce its laws--the Whiskey Rebellion was the biggest example.
