You can't. You'd have to contact a senior supervisor and see if they're able to. However, inappropriate questions can be trashed by any regular supervisor.
WikiAnswers doesn't 'block' inappropriate questions, but rather stores them so no one can answer an inappropriate question that has already been asked. It is called a 'Catch-All', and it stores all of the inappropriate questions so when a user types in an inappropriate question that has already been asked and merged into that Catch-All, they will get an answer telling them that inappropriate questions are not allowed on WikiAnswers. In a way, WikiAnswers does 'block' inappropriate questions.
I could delete this question if I chose to... but I like answering questions a lot more than I like deleting them. And if they are useful questions and don't involve illegal things or inappropriate things, then we try to keep them, to help the next people that come to the site to ask the same thing.

Only certain users are able to delete questions. At this time, it is not possible for any user except those chosen few to delete questions completely from the site. Questions are not deleted often, nor are they meant to be. However, we do have a process for bad/inappropriate questions. If you think a question qualifies for deletion, place it in the "catch-all category" or notify a supervisor. If you are a supervisor and think a question needs to be deleted (see catch-all and trashing guidelines), simply trash the question completely. It will then be reviewed and possibly deleted.
The whole purpose of Answers is to be a permanent repository for user generated content. Questions are not removed unless they are inappropriate or abusive. Users are expected to know the guidelines before they add or change content. Besides, if you can delete questions, then so could others. Giving the ability to delete what you asked can open more avenues for abuse. Vandals could delete many questions, and even good users who feel estranged or disgruntled could resort to deleting questions in retaliation for some perceived slight. Now, if you really do believe you went over the top, the best thing to do would be to seek out a supervisor and let them know what you did. Then they can delete or fix it to be more in line with the rules. Of course, any registered user in good standing should be able to reword questions or edit inappropriate answers.
