You are a relative, and that makes you "closer" than the "friend" of your sister. But you still need the court to step in and make an order - unless you can get your sister to "sign something" and let you pick up the slack. Consult a professional. Advice is free or cheap, at least upon an initial consultation. And the stakes are high. You may be able to get child services to work for you, or at least in your favor, too, but be careful how you do that. Once they step in, they have their own mandates and agenda. Best of luck sorting this one out.
