Naval Stores is a broad term which originally applied to the resin-based components used in building and maintaining wooden sailing ships, a category which includes cordage, mask, turpentine, rosin, pitch (resin) and tar. In modern usage, the term applies to all products derived from pine sap, which are used to manufacture soap, paint, varnish, shoe polish, lubricants, linoleum, and roofing material.

More broadly (and the term is still in common use today), naval stores are all the miscellaneous small items and spare parts necessary to keep a ship properly running. It's a "catch-all" term which (today) would include things like paint, common tools, rope, steel cable, nuts and bolts, spare mattresses, pots and pans, and furniture. It does not include major items, such as fuel, food, major ship components (whole engines, etc.), ammunition, etc.
