It is called Pitot Tube. It measures fluid flow velocity. The results are displayed on the Airspeed Indicator.The pitot tubes detect the speed of the plane.

A PITO tube is used to measure airspeed of the plane. The covers are put over the tubes when the aircraft is going to be on the ground for an extended period of time, and are removed before takeoff. They are there to prevent tube blockages, leading to airspeed failure, which (and it has happened) could mean a possible accident.

The "Snowbird Plane" is actually a Tutor 114. The stick on the wing is a pitot tube, which is connected to instruments within the aircraft like the airspeed indicator and Vertical speed indicator (VSI)
The -800 is a next generation model. The -400 has square landing lights and the engine pylon sticks out the back of the wing. It sits higher on its main landing gear than the -800. Also, the pitot tubes are nearer the back of the plane wheras the -800 has them nearer the nose cone.
