France and Germany. Germany annexed Alsace and Lorraine from France at the end of the 1870 war. Both provinces became French again in 1918.

There were many reasons, but the biggest that I recall is that Germany had defeated France in 1870 in a war, and had claimed the two French territories: Alsace and Lorraine. The French had vowed that one day the would reclaim the lost provinces, at no matter what cost. If it claimed its revenge, it would also prove to the rest of the world that the French were still a force to be reckoned with.

The Alsace-Lorraine region was claimed by both France and Germany in the 19th century after the Franco-Prussian War. Bismarck went along with the German Emperor's position that Alsace-Lorraine should be annexed to form part of Germany.
