It depends on the current to be measured at hi amperage the shunt must be as small in value as possible also the power requirements must be considerate a shunts that heat up is definitely not desirable since it will change value as a function of its temperature

shunt is used to divert most of current in case of obstruction occurring in primary circuit. . .

I am assuming the question is about a current shunt to measure currents. This is a series resistor. It must have a very low resistance so it does not influence the voltage on the device during measurements. But high enough to be able to measure a voltage over it. Typically you use resistors from 0,5 Ohm downwards to a few milliOhm.
