Assuming you mean safe period as in a time a woman cannot get pregnant, there is no entirely safe time. You will most likely not get pregnant during your period and up to about 7 days after the start of your period. And, again about 20 days after the start of your period. If you have regular cycles you are safer. But, again it is somewhat of a gamble.

If you mean "safe period" as in a time that a woman cannot get pregnant, there isn't one. Although it is most likely that you wouldn't get pregnant in the days directly following your period, or during your period, there is no guaruntee. Conception occurs while the egg is in the fallopian tube (the tube connecting the ovary to the uterus), the egg is only in this place for 2-3 days. However, there is no way to tell when you are at this stage in your menstrual cycle. Some women ovulate while they are on there period, half way between periods, or right before there period. The best way to avoid getting pregnant is to not have sex or to use protection.

It varies quite a lot with each individual. Any time after menstruation and before ovulation is usually considered safe, but it is so specific that I wouldn't put my trust in the internet to answer for this question- best to ask a licensed Doctor Who must evaluate your own specific period, with charts and all.
