It could be a form of acne, (or just problematic skin) that gets activated by stress or high levels of hormones. What you describe sounds like milia.
Milia are tiny white bumps that occur when normally sloughed skin cells get trapped in small pockets on the surface of the skin. Common in newborns across the nose and upper cheeks and can also be seen on adult skin.
An extreme case could be filled pustules, but normally it's dead cells trapped under the skin. It could be irritated skin among other things. The products you currently use to wash you face, cream, shampoo (washes on your face), they could have chemicals in them that are irritating.
The skin has 7 layers (3 main, 4 sub-layers) and what you need is something that can repair your skin from the bottom up. Unpack the dry, dead and damaged cells and restore balance. Not over the counter products that contain damaging chemicals, and mineral oil (a by product of making gasoline). It's very bad. It really depends... do they itch? How big are they? They could just be whiteheads.
They are small and itchy bumps on forehead, first by the hairline and now it spread over the forehead.
They are probably clogged up pores due to sweating and the hair not allowing it to breathe. I heard somewhere that oxygen helps kill acne... so if your hair is covering your forehead, there might not be enough oxygen to kill it. Also, your hair might collect dust and bacteria which will transport and trap into your hairline and forehead.
Try to keep your hair away from your face by tying it up at night when you're at home. And exfoliate with gentle facial exfoliating scrub on a weekly basis, so the dead skin cells will be removed and thus whatever is trapped underneath the surface can be removed.
It's Milia. They're caused when oil gets trapped in your pores, and then the skin grows over and seals it in. DO NOT SQUEEZE. They are not like blackheads that you can extract this way. If you squeeze them, you will just end up breaking the cellular walls between your pores, making them appear larger.
They need to be lanced. Tell your dermatologist about them. He will poke them with a sterilized needle, and drain the sebaceous fluid.
I don't recommend trying to lance them yourself, as you can cause scarring or infections.

Yes, you should see a dermatologist and you may also have an allergic reaction to the laundry detergent you're washing your sheets in. This happened to my friend's kids -- they all suddenly got the really small bumps on their cheeks and it wasn't acne. Turned out the laundry detergent was being over used --switch to a hypo-allergenic formula (clear no fragrance) see if that helps. You should check in with a dermatologist. It could be rosacea or another skin condition that can be treated.

My dermatologist just told me that they are oil. She claims that they need to be dug (not her word) out by her in office. She also stated that a new facial product could be the cause.
