If you mean is it safe to own a horse, then it depends. IF you get a nice older horse they can be totally bombproof. However, if you get a young energetic horse they can kill. not to say all young horses are unsafe, but for never being around horses, you should consider an older lesson horse.
When hoof picking a horse before tacking up, you should never bend your knees to get lower to the ground. Instead, bend over at the waist. When putting on the saddle, don't slam it down on the horse's back because some may spook. When tightening the girth, some horses puff out. This means that they fill their stomach's with air so the girth can't be tightened all the way, which makes it more comfortable for the horse. If your horse puffed out and you didn't know it and started riding, the saddle may slide underneath your horse's belly and you may fall off, since the girth is too loose. Also, when tightening the girth, don't yank too hard or else you may get kicked, bit, and or your horse may spook. When putting on the bridle, make sure you put the reins around your horses neck before you take off the halter because your horse may try to run away if spooked or just for a game. If the reins are around their neck, then you have more control over your horse if they try to run off. There are a lot of accidents that may occur when being around horses and you should always be paying attention.
Make sure you don't get too close to a dog that seems upset. Do not get in a cage with Loins. Do not ever tease or taunt an animal. Don't think that just because an animal looks cute, that it cannot hurt you . I heard recently of a person with a pet monkey . The monkey shared the home and mealtime with the family for years. One day the monkey was not given some food it wanted and so it clawed at it's owner and ripped her face off. That is a true story and no exaggeration . Another adult beat it away with something and called the police . It was shot by the police while it was happily eating it's owners face. Never forget that every animal can become violent at a moments notice. Some people won't believe that. They think their pet is different. I think those people are different - naive.
There are MANY, MANY important things you need to know about horses and ponies.
The most important thing you could know is that owning a horse or pony is NOT just like owning a dog. It is a life changing commitment that you should NOT just go and do without thinking it throught and ATLEAST being a novice rider.
To stay safe around horses you should go to a certified riding instructor and ask for lessons, not only riding but also in handling and caring for the horse. There are a few basics though that everyone should remember: Never sneak up on a horse when it is sleeping or from behind. Never walk behind the horse without placing your hand on it's rump to let it know you're there. Never stand directly in front of a horse. Also never hit or yell at a horse for no reason, they will remember it.

It is very safe to turn a horse out without a halter. I work at a horse farm, and the only horses we turn out with halters on are those that are VERY hard to catch. Or if the horse has a tendency to escape.
yes

Acining a horse means you are drugging it. As long as this is done in moderation, it is safe for your horse if they need it.
A horse that is used for a dude ranch. A dude ranch is a ranch that offers horses for "safe" trail rides (no horse is 100% safe). A "dude" isreferred to as a cityslicker. A dude horse would be a calm horse that will let anyone ride. A dude horse is not a breed. The term is used to describe a horse that does trail rides for a "job".
Horse club is perfectly safe for children although you do have to moneter.
It is not safe.
First, you should stablish a relation by not being on your horse (scrub him, give him food,...) . When you and the horse have a good relation, if you mount him you'll feel safe.
