While destroying the overs and stuff would be wonderful public relations, it wouldn't change the number of killings; it would only change the methods. Only by concentrating efforts on military targets and forcing an end to the war could the killings actually be stopped.
The Nazi Naval Officers never dreamed the Allied Forces would get their hands on an Enigma machine and the instructions to the machine.
