There are three branches. Judicial which rules by the law, Legislative which makes the laws and Executive which rules by the law.

Executive- Prime Minister, Governer General, Monarch, Cabinet.

The idea was for the three parts of government make sure that the government would not be run by tyrants. The three parts of government are Legislative Branch, Executive Branch and Judicial Branch.

The Executive Branch of government may consist of many agencies but the Branch itself is only one of three branches of the government. The other two branches of government are the Executive Branch and the Judicial Branch.
The legislative branch make laws. The executive branch enforces the laws. The judicial branch interprets the laws.
