Getting along has nothing to do with the breed. It has to do with the cat's personality and each personality is different, so it varries with every cat. :)
Not every dog gets along with a cat. But some do. You should get the cat first if you want a cat and a dog. The dog should be a puppy when you get it.
They yowl loudly and incessantly when they're in heat. A cat in heat will also sort of crouch close to the ground, and/or drag their behind along the ground.

If you are getting a labrador while it is still a puppy, then yes the dog will usually get along with the cat since they will have grown up together. and it also depends if the cat is used to dogs, if not the cat may run from the dog or attack when the dog is near it and they will not get along. My labrador gets along fine with cats, it the cats that don't particularly like my labrador.
