My first would be 'The Age of the Grand Tour'. Then you have to seriously consider the bicycle, which was a serious means of tourism, at least in Britain, in late Victorian times. Then you should think about 'The Age of the Package Tour'. If you mean 'mass tourism' then 'pre-industrial revolution' does not count, because only wealthy people 'toured' at that time. Unless you count pilgrimages!
