I don't know about Florida. However, in Ohio, anyone can buy a license from the government to perform marriages. You simply claim that you are a minister of a non denominational church and just buy the license. Off hand, I can't tell you which government agency sells licenses, but I do know a few ministers who became ministers that way. Go with God my son.

∙ 15y agoThe laws are specific to each state. In general, there will be specific civil servants that can perform weddings, such as Justice of the Peace, Judges and some other government officials. Most states have a specification about being a recognized clergy in an organized religion.
