It started as part of a US policy known as "Vietnamization". It was created as a result of the Tet Offensive. The idea was to strengthen South Vietnamese (ARVN) forces while gradually reducing the amount of US forces in Vietnam. The US wanted to support the ARVN in the war, but they were reluctant to play a major role in the war.
The ARVN (Army Republic of South Vietnam) fought the NVA (North Vietnamese Army) and fought the VC (Viet Cong-locals living in South Vietnam).
The Vietcong were a light infantry force, primarily used for guerrilla warfare. They had virtually no heavy equipment and no navy or air force. Like most guerrilla forces, they had virtually no training in infantry tactics, and poor leadership. They were used by the main North Vietnamese Army to harass the ARVN and US forces, and to conduct politically-oriented actions against South Vietnamese citizens. The Vietcong's primary value was to provide the illusion of a threat to the ARVN and US forces, and to be a large political lever to use against the South Vietnamese government.
The NFL (National Football League) had nothing to do with the Vietnam war. The ARVNs were South Vietnamese soldiers; ARVN stood for Army Republic of South Vietnam.
Do you mean: "What does ARVN mean? (What does ARVN stand for?). ARVN was an acronym for Army Republic (South) Vietnam. NVA was the counterpart and stood for North Vietnamese Army.

If "alvin" is intended to be a man's name then this sentence means that "alvin was killed in action" (killed in battle). However, "alvin" might be mis-spelled and incorrectly pronounced and intended to mean "Arvin" (ARVN) which was the South Vietnamese Army (ARVN=Army Republic of South Vietnam). In which case the sentence means, "(an) ARVN was killed in action." Which translates into "a South Vietnamese soldier was killed in action."
