The rotor takes the spark generated by the ignition coil and distributes it to each spark plug wire as it rotates on a shaft inside the distributor cap. It is subject to constant spinning and voltages that will wear it out in time. A bad distributor could cause premature wear.
Typically a problem with the ignition timing. Possibly a bad rotor or distributor cap.
Bad ignition wires can short out the distributor cap and rotor. Moisture is another cause.

Yes. If the ignition is malfunctioning, the spark plug will not ignite. A bad ignition module, a bad spark plug or a bad plug wire are the most common causes of that (besides a bad battery, of course).
