Aside from the usual answer( underprivileged children) one cause is on how teachers educate their students especially in public schools. Sometimes teachers have the tendency to let their students passed in order for the students to enroll in the next level in coming school year. They are so good they don't like to see failing marks in the report card of their students and just hoping that they will be good in due time. At times, lack of patience, perseverance and love in teaching dumb students is also a factor. Well, this is just my own observation. So let me know if I'm wrong.

1. poor families can't afford to send their children to school
2. some people in very remote places have no access to schools, books, learning materials or teachers
3. some would rather work at an early age than to go to school or
4. some parents don't want to send their children to school so that they (the children) would work instead

In today's society, there is a greater emphasis on embracing diversity and allowing students to express themselves through their clothing choices. Additionally, some argue that school uniforms do not address the root causes of issues such as bullying or academic performance.
