The correct terminology when talking about a muffled speaker sound is called distortion. Distortion is mainly due to a ruptured speaker cone. Distortion can occur in many different ways. But it should be noted that "citizen speaker" generally does not mean a president or mayor or governor-- it refers to an ordinary citizen who is advocating for a cause. A responsible citizen speaker's goal is to be fair and accurate in his/her speech, to understand and support the goals of the cause he/she is speaking about, and to provide the listeners with an opportunity for discussion and participation. Instead, this speaker would try to benefit the entire community, by providing the audience with important and accurate information.

The speaker could be buzzing for a couple of reasons. If the signal from the radio is causing the buzz then you may have to replace the radio. If the speaker cone is the cause of the noise, then the speaker will need to be replaced.
