i would say its a nekton
Nekton swim freely, like the electric eel. It's a nekton. Benthos are plants and other bottom-dwellers.
A dolphin is a type of nekton.
Nekton can fight against currents- plankton cannot. Think about the difference between someone who is good at swimming and someone who is not swimming in the ocean. The good swimmer can get pounded by the waves, and still swim in whatever direction they want. But if a bad swimmer gets pounded by the waves, they can only go for a little distance in the direction they want before going the direction that the current takes them. That's the difference between plankton and nekton.
Nekton means "free swimming" Benthos means "from the bottom" the Banded Pipefish is a surface dwelling free swimming fish. It is not plankton at all. If it was assumed to be amongst the planton it would be in the broadest possible sense Nekton
Shrimp can be nekton, plankton, or benthos.
