By definition, a dictator is anytime a single ruler has sole and absolute power over a government.

The power doesn't necessarily have to rest with one person, it could still be a small group of people.

It should be noted though, that the definition of a "Dictatorship" is has changed since its inception, and a government doesn't even have to have a single dictator to be considered one. The definition has been expanded over the years, and it has come to encompass any government that is corrupt, totalitarian, and/or has no form of constitution or Bill of Rights.
