That is because with so much movement, the blood flow is heavier in these areas, and they typically have more fat. White meat refers to the areas used less, especially in flight, which is the breast area. However, because Quail are so much smaller, their breast muscles get more of a workout, thereby increasing the blood flow, but not as much as the legs and wings.
